The RTO of Chennai was established under section 213 of Motor Vehicles Act, 1988 with a vision to implement the Motor Vehicles Act, 1988 and the Andhra Pradesh Motor Vehicle Taxation Act, 1963 in the city.
The office comes under the jurisdiction of the state of Tamil Nadu in India and primarily permits the road transport to commute in a perfect manner to link the rural, suburban and urban city regions to emerge as the best short-distance transport mode.

Functions of RTO Office in Chennai
On an overall view, the functions of RTO across India remains the same as under the Act they are formed for. However, certain city/state/region specific missions are also put across depending upon the areas geographical, political, and economic factors. Following below are the functions of RTO Chennai:
- To ensure proper and legal registration of vehicles
- Issue of commercial and private driving licence (DL)
- Legal permit issue for different routes
- Collection and implementation of various road taxes
- The department issues over 31 different kinds of licence and permits
Types of Driving Licence issued in RTO Chennai
- Learner’s licence
- Fresher’s driving licence
- Renewal of driving licence
- Duplicate driving licence
- To add another class of vehicle in existing driving licence
- Change of address in driving licence
- International driving licence
In terms of vehicle type:
- Two-wheeler with gear – Applicants must be 18 years of age or above with valid required documents.
- Motorcycle with gear (MC EX50cc) – Applicant must be 16 or above years of age and should have the consent of his guardian or parents along with the required documents.
- Two-wheeler without gear – The licence holder can ride two-wheelers that come under MCWOG (Motor Cycle without Gears) such as moped bikes, scooters without gears, etc.
- Heavy commercial vehicle – Applicant must be 8th standard qualified and over or equal to 18 years of age with driving training certificate from registered school under the state government.
- Licence for LMV – Applicants must be 18 years of age or above with valid required documents to drive personal cars, jeeps under the LMV licence.
Types of Vehicle Registration in RTO Chennai
The two types of vehicle registration offered in RTO Chennai are:
- Temporary Vehicle Registration: For vehicles that need to be transported to another state, temporary vehicle registration is granted. It is valid only for a period of one month and is issued within a period of 3 days after examining the vehicle.
- Permanent Vehicle Registration: As per Sec.39 of Motor Vehicle Act, 1988, it is mandatory to get your vehicle permanently registered. Within 7 days of purchase of the vehicle, it is advisable to submit your application in the nearest RTO office.
